The local rule that catches Leeds landlords out

Leeds is one of the most licensed cities in the north, and it just grew. From 9 February 2026, a big selective licensing expansion brought about 12,500 more privately rented properties into licensing across parts of Armley, Beeston & Holbeck, Burmantofts & Richmond Hill, Hunslet & Riverside, Gipton & Harehills, and Farnley & Wortley. In those areas every private let — single lets included, not just shared houses — needs a licence (around £1,100 each).

Separately, an Article 4 Direction covers the student belt (Headingley, Hyde Park, Burley), where you need planning permission to create a new small HMO, and mandatory HMO licensing applies to larger shared houses citywide. Because Leeds licenses by area, whether you need a licence depends on the exact address. Letting without a required licence is a criminal offence, with penalties up to £40,000. This is a council and planning matter, not a tax one — but the licences you hold and the rents behind them are exactly the records an HMRC enquiry looks at.
